In the wake of the succession war raging in Morocco, an internal conflict between intelligence agencies is intensifying. This struggle has escalated with recent developments sparked by the flight abroad of the second-in-command of the General Directorate for Studies and Documentation (DGED – foreign intelligence), led by Yassine Mansouri. According to recent reports, this intelligence war has extended within the kingdom—known as the “Commander of the Faithful’s Emirate”—to two supposed allies: France and the United Arab Emirates.
The features of these developments clearly emerged in a recent article published in the French newspaper Le Monde, known for its close ties to the French foreign intelligence agency (DGSE) and the French Foreign Ministry (Quai d’Orsay), as well as through attacks launched by pro-Makhzen propaganda tools against the brother of the Emirati president, accused of being the main financier and supporter of Mehdi Hajjaoui, the former second-in-command at Moroccan foreign intelligence (DGED).
According to official Makhzen-aligned propaganda, the Le Monde article was not innocent but rather intentional and targeted. They accused the French deep state of being behind it—further evidence, in their eyes, of the escalating succession war in Morocco between Crown Prince Moulay Hassan and his uncle, Prince Moulay Rachid, who enjoys strong support within the royal family, especially from his sisters, including the wife of the influential advisor and royal confidant, Fouad Ali El Himma.
Accusations were also directed at El Himma for allegedly meeting YouTuber Hicham Jerando in Brussels and Madrid, who claims to be close to Mehdi Hajjaoui, whose family is currently facing severe repression led by Abdellatif Hammouchi—the General Director of National Security and of Domestic Surveillance—who attempted to recover Hajjaoui during a secret visit to Spain.
It appears Hammouchi has won this battle against his rival, Yassine Mansouri, head of the DGED. This is evidenced by an editorial from the newspaper Barlamane, close to Hammouchi, which publicly called for an investigation into Mansouri’s assets. Mansouri is the main accused in the corruption scandal involving European Parliament deputies, known as “MoroccoGate.”
Mansouri was notably absent from King Mohammed VI’s official Eid al-Adha reception—fueling rumors that he had fallen from royal favor. A schoolmate of the king, Mansouri had served as head of foreign intelligence for twenty years and was considered a prominent statesman within the royal family.
Tahnoun bin Zayed Al Nahyan in the Makhzen’s Crosshairs
The Makhzen’s propaganda outlets quickly accused Tahnoun bin Zayed Al Nahyan directly, portraying him as the main instigator of the internal war between Morocco’s intelligence services and the protector of Mehdi Hajjaoui, whose most recent book was prefaced by journalist Claude Moniquet—known for his links to the French DGSE.
According to the Makhzen narrative, Tahnoun bin Zayed may also be in a succession conflict with his brother, UAE President Mohammed bin Zayed, who is grooming his son for future leadership. The same narrative accuses Tahnoun of seeking to impose his control over Moroccan intelligence through a restructuring project known as the “Royal Council,” details of which remain undisclosed.
