Further to my fax referenced above, regarding my meeting this morning with the United Nations Legal Counsel, Mr. Miguel de Serpa Soares, I have the honor to inform you that during this meeting, I also drew the latter’s attention to the dangerous maneuvers of the Polisario to stamp the travel documents of UN personnel and other visitors, whose sole objective is to seek recognition and legitimacy. I reaffirmed Morocco’s categorical opposition to these aims, which violate existing agreements and which must not, under any circumstances, and in any form whatsoever, be accepted by the UN. Otherwise, this will have serious consequences for the future activities of MINURSO and the United Nations, as well as for their interaction with the Moroccan authorities.

Mr. Soares replied that the United Nations Organization would not accept that its personnel’s travel documents be stamped by the Polisario. It would be highly desirable that Morocco’s firm message of opposition to these maneuvers by the Polisario be also communicated to the Special Representative, Mr. Weber, both in Rabat and Laayoune.
