Washington calls on Morocco to comply with sanctions against Russia

The United States encourage the Morocco's Foreign Ministry to speak with Moroccan companies about these sanctions to ensure that they are aware of them and to avoid any potential sanctions issues.

The Embassy of the United States of America presents its compliments to the Ministry of Foreign Affairs and Cooperation of the Kingdom of Morocco and has the honor to inform the Ministry that on July 29 the United States announced additiorial sanctions against Russian entities in response to Russia’s failure to take concrete steps to de-escalate the situation in the Ukraine. Russia’s military intervention in Ukraine, purported annexation of Crimea, and ongoing violation of Ukraine’s sovereignty and territorial integrity breach its core obligations under international law and threaten international peace and stability. While the United States remains committed to a diplomatic solution to the situation, we have seen no meaningful improvement in Russian policy in Ukraine despite commitments to de-escalate the situation. As a result, on July 29, the United State took the following additional actions:

– Imposition of targeted sectoral sanctions on three additional Russian banks under Executive Order 13662: Bank of Moscow, Russian Agricultural Bank, and VTB Bank OAO. U.S. persons are prohibited from transacting in, providing financing for, or otherwise dealing in debt with a maturity of longer than 90 days or equity that is issued on or after uly 29, 2014 (the sanctions effective date) by, on behalf of, or for the benefit of Bank of Moscow, Russian Agricultural Bank, and VTB Bank OAO, and any subsidiaries owned 50 percent or more by them. These measures ate the same as those applied to Gazprombank and VEB on July 16.

– Designation of one Russian defense company under Executive Order 13661: United Shipbuilding Corporation. This company — and any subsidiaries owned 50 percent or more by it — will face an asset freeze and a prohibition on doing business with U.S. persons. This company was also added to the Department of Commerce Entity list which imposes a license requirement, with a presumption of denial, for the export, re-export or foreign transfer of items subject to the Export Administration Regulations.

-Adoption of a policy of denial of export licenses for certain items for use in Russia’s energy sector that may be used for exploration or production from deepwater, Arctic offshore, or shale projects that have the potential to produce oil. This policy does not target or interfere with the current supply of energy from Russia or prevent Russian companies from selling oil and gas to the United States or any other country. But this policy does make it difficult for Russia to develop long-term, technically challenging strategic energy projects,

– Suspension of credit that encourages exports to Russia and financing for economic development projects in Russia.

The EU announced its own package of sanctions July 31, including limiting Russia’s access to EU capital markets, prohibiting the export of certain items used in the development of Russia’s oil sector, and designating additional Russian and Ukrainian officials involved in destabilizing Ukraine, among other steps. If the Kingdom of Morocco has not done so already, we urge it to consider similar measures including the actions we and others have previously taken. ‘We also encourage the Ministry to speak with Moroccan companies about thesé sanctions to ensure that they are aware of them and to avoid any potential sanctions issues. The list of sanctioned companies and individuals is updated regularly on the U.S. Treasury Department website (http://www.treasury.gov/resource-center/sanctions). It is important to note that non-U.S. companies could be subject to U.S. sanctions for providing material support to or acting on behalf of a sanctioned individual or entity.
