Referring to the correspondences mentioned above, I have the honor of informing you that this Mission has learned that Hirata Itsuko, President of the NGO Japan Sahara Journalist Association (JSJA), after a resounding failure in her attempt to persuade Japanese authorities to invite representatives of the separatists to the TICAD V summit scheduled for June 1–3, 2013, has circulated a statement among Japanese parliamentarians. A copy of the statement is attached herewith. Her aim is to gather signatures from members of both houses of the Japanese Parliament.
The document in question, seemingly crafted to maximize the number of signatories, is written in terms that mimic UN-style language. It presents a biased interpretation of the 1975 advisory opinion of the International Court of Justice (ICJ) and the most recent U.S. Department of State report on human rights. It concludes with an appeal for “a political solution to the longstanding conflict through a democratic referendum that allows the people of the Sahara to freely choose and contributes to the integration and stability of the region.”
It is worth noting that, among the members of parliament contacted by Hirata, only three members of the House of Representatives and two members of the House of Councillors, all from the opposition and affiliated with the Japan-African Union Parliamentary Association, signed the document. The document bears neither the emblem nor the letterhead of Japan’s parliament and commits only its individual signatories, who are known to this Mission for their support of the separatists’ views.
Hirata Itsuko is also reported to have taken advantage of the return of certain Japanese parliamentarians who attended the Pan-African Parliament elections in Midrand, South Africa, on May 13, to present this document. She coordinated this activity with the separatists and echoed accusations made by Aminatou Haidar at the Pan-African Parliament.
Hirata’s actions, recurring before each TICAD summit, represent a desperate attempt to regain favor with her allies after the categorical refusal of Japanese authorities to accede to her request to invite the so-called RASD to TICAD meetings. This also provides tangible evidence of the false claims propagated by the separatists and their allies, which are disseminated on separatist information platforms.
In this regard, please find attached a copy of the email exchange between the so-called Minister of Asian Affairs of the pseudo-RASD, Mouloud Said, and the President of JSJA.
This Mission remains highly vigilant and continues to closely monitor, with the assistance of the Japan-Morocco Parliamentary League, the activities of those opposing our national cause in order to thwart their plans.

Statement on Western Sahara
Considering the Legal opinion of the International Court of Justice of October 18, 1975 which in the case of Western Sahara stated that there were no ties of territorial sovereignty between the territory of the Western Sahara and the Kingdom of Morocco, thus the Court has not found legal ties of such a nature as might affect of resolution 1514 { XV) in the decolonization of Western Sahara, in particular, the principle of self-determination through the free and genuine expression of the peoples of the territory.
Concerned for the reporting by the United States Department of State Country Report on Human Rights of April 19, 2013 about the human rights abuses in the territory of Western Sahara under Moroccan control, reports confirmed by Amnesty International, Human Rights Watch and Robert F. Kennedy Center.
The Members from different parties represented in the Parliament of Japan co-signers of the present statement of concern, support the political solution of this long standing conflict of Western Sahara through a democratic referendum that will allow the people of Western Sahara to freely choose its destiny, which will make possible the regional integration and the stability in the region.
The co-signers support the involvement of the international community in the protection of the human rights of the Sahrawi people.
