Dites à l'ONU de surveiller les droits humains au Sahara Occidental

La mission de l’ONU au Sahara Occidental (MINURSO) est la seule mission de l’ONU contemporaine qui ne surveille pas les Droits de l’Homme. L’année dernière, suite aux pressions venues du monde entier, la notion des droits de l’homme a été introduite dans la résolution. C’est un échec. Tortures, détentions arbitraires et violences continuent. Le Conseil de sécurité a la responsabilité de protéger le peuple du Sahara Occidental et de demander des comptes au Maroc. S’il vous plaît, AGISSEZ pour dire que le Conseil de Sécurité doit être mandaté pour surveiller les droits de l’homme.

Les points clés proposés

• Des mesures sur les droits de l’homme ont été pour la première fois introduites dans la résolution l’an dernier. Elles ont échoué. À ce jour, la somme totale des efforts de l’ONU se réduit à une visite d’un jour à Dakhla par l’expert indépendant des Nations Unies sur les droits culturels.
• Les violations des droits humains se poursuivent.
• Pour les seuls mois d’août et septembre 2011, ont été signalés 34 cas de violations graves des droits de l’homme perpétrées contre les citoyens sahraouis par les membres des forces de sécurité marocaines.
• La Minurso est la seule mission de maintien de la paix établie depuis 1978 qui n’a pas un mandat de surveillance des Droits de l’Homme.
• Votre appel à ce que la Minurso soit mandatée pour surveiller les droits de l’homme.

+ Pour la mission française :
• Votre condamnation de leurs efforts antérieurs visant à bloquer l’adjonction de la surveillance des droits de l’homme au mandat de la Minurso.
